- Passive (Excitement Value) - While in combat, DIO continuously gains excitement value, the increment speed of excitement value will be increased when fighting against enemy heroes. However, after leaving combat for 3 seconds, the excitement value will start to decay until reaching 0 or until DIO enters the combat again. When DIO's excitement value reaches 200, DIO will enter the Saikou ni High state.
- Passive (Saikou ni High) - While in Saikou ni High state, DIO increases his Movement Speed by 10% and increases the performance of Mudamudamudamuda! [Q] and Controlling Staircase with Stand! in exchange for the decay of excitement value that will be reduced until 0. The Saikou ni High state ends when the excitement value reaches 0.
- Passive (Controlling Staircase with Stand!) - When DIO stops moving and stays in place for 1.5 seconds, he will temporarily unleash a unique field of time manipulation around himself. When an enemy enters the field and tries to get close to DIO, DIO will move them back to their original position using time manipulation ability before DIO returns to his original and takes a pose, increasing his own excitement value by 40 at the end of the process. The ability to relocate an enemy back to their original position can trigger only once within 2.5 seconds (1 second while in Saikou ni High state), reducible with cooldown reductions. DIO will stop unleash the unique field of time manipulation after moving, attacking, casting a skill, or taking damage that exceeds 20% of his current Health.

- Active - DIO commands The World to unleash a series of 15 punches in a line for 1.5 seconds (the number of punches can be increased by DIO's Attack Speed with every 20% of his Attack Speed increase 1 punch, up to a total of 10 additional punches), dealing 4/6/8/10/12 + [0.1/0.12/0.14/0.16 /0.18 AD] physical damage per punch to all enemies hit and reducing their Movement Speed by 20% for 0.5 seconds. For each hit on an enemy hero, DIO gains 1 point of excitement value. While within the Saikou ni High state, the first hit of the punch on each enemy hero gains 3 points of excitement value instead.

The World! Throwing the flying knives [Q][]
Cost: - Cooldown: 13 / 12 / 11 / 10 / 9 seconds (1.8 seconds while in Saikou ni High state)[]
- Active - DIO commands The World to throw a set of flying knives that will be stopped in front of him with the time manipulation ability, before all the knives are lifted from time stop to fly toward the target area, inflicting 4/6/8/10/12 + [0.1/0.12/0.14/0.16 /0.18 AD] physical damage per knife to all enemies hit and reducing their Movement Speed by 20% for 0.5 seconds. Each knife that hits an enemy hero increases the excitement value of DIO by 3 points.
- Note - This skill shares the same cooldown with Mudamudamudamuda! [Q].
- Note - Kujo Jotaro can use Ora Ora Ora Ora Ora Ora [Q] to throw a series of punches to repel the flying knives.
- Note - This skill in Saikou ni High state has separated cooldown from the same skill in normal state.

- Active - DIO rushes toward the targeted enemy, before inserting his finger into the enemy's body upon reaching the target, inflicting [1.2 AD] + [4%/5%/6%/7%/8% of the target's maximum Health] physical damage (up to a total of [2.5 AD] damage against non-hero units) and repelling the target away before restoring DIO's Health equal to [30 + (0.1 Bonus AD)]% (up to 70%) of the damage dealt by this skill (reduced to 25% of its actual effect when using the skill against non-hero units).

- Active - DIO commands The World to stop the time before moving himself to the back of the targeted enemy then order The World to punch the target. After the time continues, DIO will instantly appear behind the target to inflict [1.5 AD] + [6%/7.5%/9%/10.5%/12% of the target's maximum Health] physical damage (up to a total of [3.0 AD] damage against non-hero units) and repelling the target away before restoring DIO's Health equal to [30 + (0.1 Bonus AD)]% (up to 70%) of the damage dealt by this skill (reduced to 25% of its actual effect when using the skill against non-hero units).

The World! [E][]

- Active - DIO increases his Movement Speed by 20% for 4 seconds. Within the next 4 seconds, the next cast of his basic skill will be replaced with his alternative set of basic skills, with Mudamudamudamuda! [Q] being replaced by The World! Throwing the flying knives [Q] and Vampiric Strength [W] being replaced by The World! Dominant [W].
Road Roller da! [R][]
Cost: - Cooldown: 150 / 135 / 120 seconds[]
- Active - DIO unleashes the field of time manipulation around his current position, stopping the time of both allied and enemy units within the field for 5 seconds. The damage received by targets that are stopped by the field will be reduced by 70% except for the damage from DIO. After the field of time manipulation is unleashed, DIO will disappear for 1.5 seconds before launching himself from the sky with road roller into the field to inflict 125/250/375 + [0.5 bonus AD] physical damage to all enemies hit then unleashing a barrage of punches from Mudamudamudamuda! [Q] to all enemies hit under the road roller until the end of the duration (DIO becomes untargetable and invulnerable for the entire duration).
